Yes. We have built several apps for government organisations, including the i-Noties app for the Municipality of Rotterdam (notes for council members during meetings, with high security and offline requirements) and the Perceelwijzer for the Unie van Waterschappen (geo-information for water authorities).
We understand the requirements that government projects bring: security by design, accessibility standards, privacy (GDPR/DPIA) and sometimes specific procurement procedures. We are happy to discuss what applies to your project.
Location has no effect on the price. A first version with core features only (MVP) costs from €10,000, a basic Flutter app from €15,000. If the platform has multiple user roles, a backend and integrations, you quickly end up at €30,000 to €60,000 or more. Because we build with Flutter, we develop iOS and Android from a single codebase, which is cheaper than two separate native apps.
