Yes. We work for clients across the Netherlands, and The Hague is one of the cities where we regularly have projects running. From our office in Rotterdam we can quickly travel to The Hague for an introductory meeting or a working session. The collaboration itself runs via fixed contact moments and demo sessions after every development round.

We have built several apps for government organisations, including the i-Noties app for the Municipality of Rotterdam (notes for council members during meetings, with high security and offline requirements) and the Perceelwijzer for the Unie van Waterschappen (geo-information for water authorities).
We understand the requirements that government projects bring: security by design, accessibility standards, privacy (GDPR/DPIA) and sometimes specific procurement procedures. We are happy to discuss what applies to your project.
Location has no effect on the price. A simple app starts from €10,000; a platform with multiple user roles, a backend and integrations can quickly reach €30,000–€60,000 or more. We build with Flutter, which lets us develop iOS and Android from a single codebase — cheaper than two separate native apps.
